Public Service Announcement: Beware dubious domain name registrars that use deceptive tactics to win your business. If you receive an invoice from “Domain Registry of Canada” be skeptical. They are attempting to acquire your domain name registration business through deceptive means. The problem is: their rates are 4 to 5 times higher than most other domain name registrars. They are hoping that this “invoice” will be paid, thereby transferring your domain registration business to them, even though you have NEVER done business with them in the past. Ignore the invoice! Don’t worry, your current (ie real, established, ongoing) domain name registrar will send you an email invoice when it is time to renew. Be skeptical! Don’t be taken in by dubious business practices like this! BTW, I use DomainsAtCost.ca for my domain name registration.

Anyone know the process for having the domain transfered into my name from the original purchaser’s?

You should get an email with the authorization code from the seller or original registrar of the purchased domain name.
You will need to use that code to accept the transfer. And the seller will have to confirm the transfer on his end to make it faster. Otherwise you typically have a bit of a wait period when transfering between registrars.

I am a foreigner who needs to register domain names, I believe normally one would do this via a domain name registrar from their own country, but internet research tells me for certain domain extension, it is cheaper to register from a registrar from foreign countries, such as USA or UK. For a while, I wanted to register domain names via GoDaddy.com which is an American domain registrar, but in registering, I am asked to input my bank information from a US bank which I do not have.(and I selected to pay via PayPal instead of otherwise), since I do not have one US bank account, at last I gave up registering via GoDaddy, but I still want to give it a try via some reliable UK registrar.
Before doing do, I want to find out if it is ok for my case to register via a UK registar.
Besides, could everybody recommend a few really reliable UK registrars with good reputation.

The registry operators for domain names in the UK is Nominet. These are the people that basically set the rules on UK domain registrations.
The co.uk SLD is a fully open domain, meaning that anyone in any country can register a co.uk domain. The details are on Nominet’s website: http://www.nominet.org.uk/registrants/aboutdomainnames/sld/co.uk/
