YES, you can get a free domain name, not a .com though.

I mean the kind when you just register a domain name for free without any other offers. I don’t want to have to sign-up for anything else that I have to pay for.
What I mean by domain is the something like the following:

instead of

www.something.com/example

Domains cost $6.00 US per year. That is the fee that the registrar has to pay INternic for the name. Internic manages the international domain name database. Internic is run by ICANN which is the governing body.

So you can’t get a name for free. The best you can do is register it with someone like Godaddy which will cost you $*.99 per year for the name. GoDaddy has to then pay $6.00 per year to ICANN for the name.

If there is an offer for a name for free, then there is some kind of catch.

It can’t be done. What you need to do is register a new domain name that is shorter, then move your website to the new domain. Or just use the domain name to automatically forward to your existing site.

You’re more likely to find free domain names with paid hosting.

Hosting isn’t cheap. You’re not likely going to find both for free.

Every time I click on a link that says "Free domain name," it either means no weekly/monthly/etc. fee or no one-time fee at the beginning, but never both. I need something with absolutely no fees.

Free sites do not require a credit card nor do they provide domain names. Just free sub-domains. You have to pay for a domain name unless it is offered free by the hosting site in the package you buy.
