Take a look at http://www.eurodns.com
They are cheap, can supply most top-level (.com etc) domains and give you access to your own dns settings.
References :
I have used GoDaddy.com for my registrar for the past 4yrs now. I do not have any complaints with them and just the other day they refunded the reduced cost they negotiated with ICAN on the fee they must pay them for each domain name. It wasn't much, but it was the meaning that they would not pocket the money they were just refunded.

They do offer other services, though I can not tell you about them as I do not need them, nor use them.

I would suggest not going to any registrar who charges over $10 a year for your domain. There are more than plenty out there that charge less than $10 a year. So paying more just is not a thing you have to do.
