With out sacrificing quality and functionality, where is the cheapest/free place to get a domain name and host?
I am just getting into web design / coding and I was wondering where I could go as a beginner to get a domain name and host for cheap

There’s no "quality" for a domain name – you buy an ICANN domain name from one of their accredited registrars – it’s the same domain name regardless of who you buy it from.
Hosting? Call them and talk to tech support about your needs. If they can’t help you to get your business, they won’t be there once they have your money.
I’ve been using Go Daddy for years and have no complaints. The servers and connections are fast, my sites are always up and tech support is there when I need it. (They’re also one of the cheapest hosting companies.)

I will tell you what I do personally, and I will let you decide what’s best for you.
I like to check out ebay for domain deals, sometimes there are domain you can get a great prices and lead you to great new website ideas.
I often bought my domains from 1&1 however due to a recent cancellation experience (and they sent a collections agency after me for 10 bucks, after we agreed to cancel!). Now I go with GoDaddy for all my domain services here on our. Best service you can find, and they make it simple and easy to access and modify your domains.
For hosting, I always suggest that you NEVER have your site hosted with your registrar. I’ve been in the biz for a couple years and have hear the horror stories of people losing their data because their domain expired or hosting took a huge climb after the first month and the cancellation was hell.
I used HostGator for a while and many different hosts from digitalpoint.com, which offer great deals.
Since I program and design, I found that I was buying a lot of hosting for my customers and dealing with their customer support when they needed help. Because of this, I bought a resellers account and soon to be buying a dedicated server. I’m not saying that you should go out and get a resellers account now, I’m saying you should keep it in the back of your mind if that is the direction in which you are looking into venturing.
I am now my own hosting company, that offers cheap hosting to my design clients and I offer direct support to them. They are always happy and can always reach me. And since I know what they want, I know how to configure their accounts appropriately and make sure they always are online.
